6.3 Definitions.
6.3.1 Contractor. The contractor or prime contractor is the company which has a direct contract
from the Government to furnish an end item, usually a vehicle.
6.3.2 Contracting officer. The term "contracting officer' means the person executing a contract
on behalf of the Government and any other officer or civilian employee who is properly
designated contracting officer; and the term includes, except as otherwise provided, the
authorized representative of a contracting officer acting within the limits of his or her authority.
6.3.3 Rolled homogeneous armor. Rolled homogeneous armor is armor having uniform
composition heat treatment.
6.3.4 Manufacturer. The manufacturer is defined as the company producing the steel alloy plate.
6.3.5 Procuring activity. The term "procuring activity" is that activity of the Government which
actually initiates the request for procurement and maintains the records of the procurement.
6.3.6 Slivers. An imperfection consisting of a very thin elongated piece of metal attached by only
one end to the parent metal into whose surface it has been worked.
